In June 2001, after it became clear the parkway was an unworkable project, an intergovernmental meeting called `West Eugene Charette' brought together the city of Eugene, Lane County and state and federal agencies to examine the issues. Probably, Saez was prompted to marginalize the NDC because of economic reforms that reduced the importance of planning and to gloss over other intergovernmental meetings (Chief Minister's, Ministerial and Official's Conferences representing the union-state governments) because of the onset of coalition politics which provided the powerful regional parties ruling in some states with direct representation in the union cabinet as coalition partners. It also aims at building a strong lobbying team, from the gender caucus at the intergovernmental meetings. |
