A year on from the collapse of Lehman Brothers, the IPPR said the UK's "love affair with consumerism" must be tackled and said the Government should place new restraints on City excess.
The IPPR wants UK economic growth to be based more on exports rather than debt-fuelled consumerism, as well as a shift towards a "Scandinavian" model where high taxes are levied for better-quality public services.
This situation will put too much pressure on Government funding allocated to support students, argues the IPPR.
