After six years of research, the JCMIH summarized a national strategy for treating people with SMI that included: (a) new research on the etiology and treatment methods of SMI, (b) improved training of professionals working in mental health and disability rehabilitation, and (c) organization of enhanced treatment services for people with SMI (Ray & Finley, 1994).
Whereas the JCMIH report called for rebuilding of state mental institutions, the 1963 Community Mental Health Centers Act sought to eliminate such facilities.
