The Progression to Excellence: A Site Visit Framework for Examiners and Judges to Determine a Baldrige's Applicant Level of Mastery of Quality Management Principles Professor Yoshikazu Tsuda, a lecturer for JUSE (The Japanese Union of Scientists and Engineers), has developed the below quality management criteria to help identify companies performing at a different levels of quality management sophistication.
Many of the training courses operated by JUSE (The Union of Japanese Scientists and Engineers) target middle management, with the intention of enhancing their understanding of these tools and techniques to facilitate their acceptance and proactive utilization by supervisors and line workers (McAlevey and Everett, 1996).
In 1951, in early recognition of their debt to Deming, the JUSE awarded the Deming prize to Japanese organisations excelling in company-wide quality.
