As a part of the 1998 transportation legislation, the Job Access and Reverse Commute (JARC) program originated with passage of the Federal Transportation Efficiency Act for the 21st Century (TEA-21).
GAO-07-43 November 17, 2006 Begun in 1998, the Job Access and Reverse Commute (JARC) program provides grants to states and localities for improving the mobility of low-income persons seeking work.
Seventy-three million dollars in funds from the Job Access and Reverse Commute Program will help former welfare recipients and others needing entry-level jobs get to and from jobs.
