But Nelson Jobim, the defence minister, reiterated as recently as August that Brazil has no interest in nuclear weapons.
Brazil is looking to boost its technical capacity with its military purchases and is not "a Venezuela, buying in the world's arms supermarket," Defense Minister Nelson Jobim said Wednesday.
Jobim is said to favor the Rafale, largely because of France s promise to share technology so that Brazil s Embraer aircraft maker can one day make and export its own sophisticated fighters.
