Lord Nelson is owned and maintained by the Jubilee Sailing Trust (JST), a charity whose aim is to provide independence and freedom to disabled people through sailing.
Mr Cuffe, of the Jubilee Sailing Trust which sets up events for disabled and able-bodied crew, expressed his disappointment at the Assembly's response.
Lesley Strickland, of Hartlepool's Tall Ships organising team, said: "The Jubilee Sailing Trust and the Lord Nelson's crew were so delighted by the warm welcome they received from Hartlepool last year that they have decided to pay us another visit in 2008.
