Richard Garner, an energy officer for Kirklees Neighbourhood Housing and author of the winning submission, accepted the award at a ceremony in Coventry.
The operation was carried out in conjunction with West Yorkshire Fire and Rescue Service, a range of Kirklees Council departments, Kirklees Neighbourhood Housing, drugs workers and the Vehicle and Operator Service Agency.
