To administer, finance and coordinate the construction of the LWRs and the supply of crude oil, the Korean Peninsula Energy Development Organization (KEDO) was inaugurated in March 1995, with Japan, South Korea and the US as founding members.
In addition, the United States organized an international consortium - the Korean Peninsula Energy Development Organization - to construct for North Korea two "safe" light-water nuclear reactors at an eventual cost of over four billion dollars; work on that project is already under way.
Financing for this was mainly to be provided by Japan and South Korea, and in 1995 the Korean Peninsula Energy Development Organization (KEDO) was inaugurated to administer, finance and coordinate this.
