Called MURL, which stands for Municipal and Urban Resource Libraries, the change provided funds for preselected major libraries in each state whose collections were viewed as resources for a larger area of that state.
Federal funding for the direct support of libraries through programs such as the MURL grants (Metropolitan Urban Resource Libraries) might be expanded to include all libraries to a minimum level or to assure that local libraries will not fall below a designated level.
