While many beach visitors believe that public sand begins seaward of the dune line or the line where vegetation ends and bare sand starts, regardless of whether the upland property owner is a private individual or public entity, in Florida, the part of the beach falling landward of the mean high water mark is typically owned by the owner of the adjacent lot.
The new legislation required that landowners obtain a permit from Florida's Department of Natural Resources before undertaking any construction or reconstruction below the mean high water line.
A BRIEF HISTORY The lighthouse is located on a small island three miles from Holyhead and is reached via 400 steps down steep mainland cliffs It was re-opened as a visitor attraction in 1997 with the completion of a footbridge It stands 28m tall and 60m from mean high water.
