Members of the NASUWT and National Union of Teachers were expected to meet Staffordshire County Council chiefs after the authority's new leader, Coun Philip Atkins, agreed to review the council's position on the controversial Building for Staffordshire's Future plans.
Suzanne Nantcurvis, NASUWT executive member, said gains from the National Agreement will be lost to teachers if they are expected to work to the same conditions as college lecturers.
But a teaching union, the NASUWT said the true extent of bullying in schools was not known because incidents were not being reported properly.
