Lynda Bettcher, who has taught for 37 years at Portsmouth High School, along with some of her colleagues in the English department, noticed last spring that their students' NECAP writing grades were, as she said, "way out of whack.
To meet requirements under No Child Left Behind, New Hampshire uses the New England Common Assessment Program, known in shorthand form as NECAP, as its state testing program.
NECAP will save each of the states money as well as offer all students the best assessment available, given the combined resources and experts working on GLE.
