The NOFA spelled out many details left unclear in the legislation, such as the definition of "broadband" (terrestrial wireline or wireless Internet access at speeds of 768 Kbps downstream, 200 Kbps upstream) and the relative importance of the many goals and criteria specified in the legislation (the agencies avoided giving top priority to any one of these).
NOFA applicants can apply for funding to turn the developments into affordable units for rent or for purchase.
To help ensure that all available measures are being taken to eliminate regulatory barriers, HUD has proposed to include in the NOFA process a series of questions to be answered by all applicants about what their respective jurisdictions are doing to address regulatory barriers.
