Nearly a decade ago, Congress funded the National Gambling Impact Study Commission to determine the economic and social consequences of legal gambling, and in 1999, after two years of study, the commission concluded that it was time "to consider a pause in the expansion of gambling. The National Gambling Impact Study Commission, for example, found that lottery participants in households with incomes under $10,000 spent $597 per capita each year, compared to $196 by those with household incomes over $100,000. According to the National Gambling Impact Study Commission, pathological gamblers are more likely to "commit crimes, run up large debts, damage relationships, and kill themselves. |
