CALEA began in 1979 through the combined efforts of the four major law enforcement membership associations--the International Association of Chiefs of Police (IACP), the National Organization of Black Law Enforcement Executives (NOBLE), the National Sheriffs' Association (NSA), and the Police Executive Research Forum (PERF). Providing vital links between local law enforcement and the FBI in the conduct of the UCR Program are the Criminal Justice Information Systems Committees of the IACP and the National Sheriffs' Association (NSA). The International Association of Chiefs of Police, the National Sheriffs' Association, the former UCR Data Providers Advisory Policy Board (which is now part of the Criminal Justice Information Services Advisory Policy Board), the International Association of Directors of Law Enforcement Standards and Training, and the Association of State UCR Programs all have endorsed the UCR Program's hate crime program. |
