Recently, GSP beneficiaries have expressed considerable concern over the proliferation of non-tariff measures (NTMs) in several preference-giving countries which limits their effective utilization of the GSP Complaints were voiced in a political context in UNCTAD during the seventeenth session of the Special Committee on Preferences. Developed countries would have been asked to reduce and eliminate discriminatory and frequent tariff and non-tariff measures directed against exports of developing countries. It also recognized the need to avoid abuse of such non-tariff measures as anti-dumping and countervailing actions, and to discipline resort to other non-tariff measures which adversely affect products of export interest to developing countries. |
