Phase II planning was based on assumptions that North Vietnamese intervention would increase and that the missions of the allied forces would remain substantially unchanged from those that had been stated for fiscal year 1968; that is, US and allied forces were assigned to destroy Viet Cong and North Vietnamese Army forces and base areas, and South Vietnamese Army RF and PF units were to support the pacification program.
Phoenix did not initiate the attack on the Viet Cong infrastructure; instead, it centralized existing efforts and raised the level of attacks on the Viet Cong infrastructure to the mission of destroying the North Vietnamese Army and Viet Cong guerrilla forces.
The North Vietnamese Army was forced to dig shelters and hide weapons underground: their systems and camouflage are analyzed here.
