In addition to the regulations under BIS, the ODTC also controls exports that could provide sensitive technology to hostile countries through its International Traffic in Arms Regulations (ITAR). ODTC now has 35 licensing officers (up from 21 in 2000) at work reviewing applications for the export of items on the United States Munitions List (USML), as well as reviewing proposed technical assistance agreements and manufacturing license agreements.
