A contractor for the Oklahoma Center for Advancement of Science & Technology, which operates through an annual appropriation from the Oklahoma legislature, OTCC has helped inventors and entrepreneurs raise nearly $300 million in the last eight years, all in a larger effort to expand the state's economy.
When the IPC first presented the anonymous option, the OTCC's [Ontario Transportation Capital Corporation] proposal required anonymous account clients to visit the OTCC Operations Centre to replenish their account, whereas regular transponder account clients could pay through a variety of means.
For example, the terms of the tolling contract between OTCC and its partners have not been publicized, making evaluation hard even for well-informed outsiders.
