By 2002, just 10 corporations owned all or part of 70 of the nation's 103 operating reactors. As an added safety feature, IFR's design calls for an operating reactor to manufacture all its replacement fuel on-site by breeding plutonium from uranium-238 brought to the plant with the first reactor-core loading of nuclear fuel. At one point in the fall of 1991, no fewer than 23 of France's 56 operating reactors were shut down due to technical faults, leading to fears of power shortages in a country that normally is considered to have some 10,000 megawatts of excess nuclear capacity. |
