It is published at a time when African continental institutions have acquired stronger legal foundations, as a result of the adoption of the Constitutive Act of the African Union, which on 9 July 2002 replaced the Organization of African Unity (OAU). The Inter-African Committee to Fight Excision, a body set up by the Organization of African Unity, said the practice of female genital mutilation on the continent has dropped off dramatically in the past 18 years, according to the UN Newswire. He is likely to be hailed as the founding father of the new African Union which, replacing the 37-year-old Organization of African Unity, will have a commission, central bank and parliament. |
