Governor Perry, ERCOT and the PUCT have recognized the need for new transmission investment in the state and put in place recovery mechanisms to support transmission development. While TSCorp received a favorable decision by the PUCT for its first transmission rate case in December 2002, TSCorp's 2003-2004 rate filing was challenged by various parties. In 2005, SPS entered into a non-unanimous stipulation with the PUCT staff and several of the intervenors. |
