The bills passed separately by the House and Senate - 362-63 in the House last December and 99-1 in the Senate in April - do have major differences. The budget resolution, representing a compromise of plans passed separately last month by the House and Senate, would trim spending by $702 billion over six years, allow a tax cut of $122 billion and produce a $5 billion surplus in 2002. Both the House and the Senate have been bound for nearly four months by similar versions of gift reform, passed separately in each chamber last year. |
