David Brown, lead director for Passenger Transport Executive Group, spoke on behalf of transport authorities when he said: "The evidence that the OFT has found of higher fares where there are local monopolies, and of smaller operators being subject to anticompetitive behaviour by larger operators, is symptomatic of all that has been wrong about 20 years of bus deregulation.
But the Passenger Transport Executive Group which represents regional transport bosses, has warned in a document released at the Liberal Democrat conference, that: "The bus sections of the Bill need to be changed to make it easier for local transport authorities to franchise networks of bus services - in the same way that London can.
While welcoming a move in the right direction, the Passenger Transport Executive Group (PTEG), which represents transport authorities in the six big conurbations outside London that are home to 14 million people, complains that the process set out for introducing franchising services is too long - at least four years - while unaccountable transport commissioners can still veto a proposal.
