When Democrats assumed our one-seat majority in the Senate in 2001, the first bill we enacted was the Patients' Bill of Rights. When it came to specifics, however, Murphy offered the same agenda as Democratic candidates who lacked his experience: allowing the Medicare program to use its bulk purchasing power to negotiate lower drug prices and passing a national Patients' Bill of Rights. It has worked for legislation as diverse as the Patients' Bill of Rights, stronger clean air standards, a ban on assault weapons and ratification of the Chemical Weapons Convention. |
