Because of the similarities between present-day English and that of the 18th and 19th centuries, scholars have tended to overlook their differences.
Thus it defends the position that the Present-day English subjunctive is non-finite, if finiteness is equated with the capacity to license independent sentencehood.
Of course, the present-day English might think it a bit much to take the rap for the Anglo-Saxons, but then we might say the same of saying sorry for the activities of the Welsh going back several centuries.
