Emma Champley, strategic commissioner for Stockton DAAT, said there were 1,251 problematic drug users - someone who uses heroin or crack cocaine - in treatment in Stockton.
Lifeline is a voluntary sector organisation working with people affected by substance abuse - both problematic drug users (PDUs), and their families.
From January to December 2008, there were 1,625 referrals for problematic drug users in Cardiff.
