The Maastricht Treaty constraints imply a continuous control of the Public Administration (PA) deficit: so there has been an increasing demand for an efficient and effective public expenditure management, especially regarding PA wages (about 12% of Italy's GDP). These strategies must be integrated with macroeconomic targets in development plans, public expenditure management systems strengthened to ensure efficient resource allocation, and better statistical systems established to monitor and evaluate progress. In order to operate more efficiently and gain greater control over our processes, it was essential that we migrate to a client/server environment and implement software that could support our financial activity," said Margaret Sivers, project manager, Public Expenditure Management Project, Government of Barbados. |
