Six new national parks were created in November when President Clinton signed the Omnibus Parks and Public Lands Management Act, which also included provisions for improvements in nearly 115 parks in 41 states.
The land was owned by the federal government, which was charged with disposing of this and other developable land within the Las Vegas Valley under the 1998 Southern Nevada Public Lands Management Act.
Clinton signed the Omnibus Parks and Public Lands Management Act of 1996 in an Oval Office ceremony attended by more than 20 members of Congress who helped steer the legislation to passage one month before the election.
