It might also become a publicly owned utility through condemnation by the city of Portland or some other public entity. The unanimous vote came at the recommendation of the city's Energy Advisory Committee, which urged the council members to reserve the city's legal right to form a publicly owned utility separate from the state's power grid and Southern California Edison. |
