RORSAT Russian Radar Ocean Reconnaissance Satellite
are satellites specifically designed to observe Earth from orbit, similar to reconnaissance satellites but intended for non-military uses such as environmental monitoring, meteorology, map making etc.
First employed in the early 1960s to spy on the Soviet Union and other Cold War enemy states, reconnaissance satellite use has expanded to civilian purposes and surveillance for post-9/11 U.
