The Residential Lead-Based Paint Hazard Reduction Act of 1992, known as "Title X," which took effect in 1996, applies to most types of privately owned housing, as well as to public housing built before 1978. Department of Housing and Urban Development (HLJD) and the Environmental Protection Agency (EPA) announced the rules to implement Section 1018 of the Residential Lead-Based Paint Hazard Reduction Act of 1992, also known as Title X (Title Ten). The bill would bring California into compliance with federal legislation -- the Residential Lead-Based Paint Hazard Reduction Act of 1992 and Title X of the Housing and Community Development Act of 1992 -- requiring states to have certification programs for contractors engaged in removing lead and greater protections for construction workers who work with lead. |
