In 1999, after hyperinflation wiped out the savings of millions of Argentines and devastated its middle class, a badly divided nation, faced with the prospect of outright anarchy, elected Marxist Fernando de la Rua as president.
Emotionally and physically handicapped, Rua observes the problems of Dogside from a self-absorbed distance: the girl Kid, whose guardian aunts neglect her; Mama, who drinks to cope with the deceptions of her husband, Piiky Chiefy; and the villagers' seeming inability to build a new, modem wharekai (communal dining hall).
