In 2000, the SNC Program covered 9,848 credits to 5,844 borrowers totaling nearly $2 trillion in drawn and undrawn loan commitments. The SNC is described in the draft Agreements as the "unique legitimate body and source of authority" in which national sovereignty and unity would be enshrined during the transitional period in Cambodia. The decision was taken at an SNC meeting in Pattaya, Thailand, from 24 to 26 June, under the chairmanship of Prince Norodom Sihanouk. |
