During the 1960s, the BAEQ work took the shape of a genuine strategic framework with several well identified orientations, whereas the plan drawn from the Inquiry--Participation in the Saguenay-Lac-Saint-Jean exercise led in 1966 to three distinct strategies to develop the means available for this area, that is to say blueberries, sawmills and full employment (Belanger 1966).
