The project scope of work consisted of two separate phases: Phase 1--Equipment Salvage and; Phase 2--Decommissioning. As a part of this scope of work, infrastructure upgrades are needed to provide code compliant HVAC, power, and medical gas systems. It has turned up dozens of cases where guidelines for competitive bidding were circumvented (by, for example, inaccurately describing the scope of work on a given project) or where agencies abused the "interagency contracting" method designed to increase efficiency and timeliness. |
