Along with Jobs for the Future, Education Trust and the American Youth Policy Forum, ACTE sponsored a conference on "Remaking Secondary Career and Technical Education in the 21st Century.
This program was included in the 1998 reauthorization of the Perkins Act and would allow test projects that house secondary career and technical education programs on community college campuses.
Limited for the most part to comprehensive high schools, with some slots available to high school students at the state's technical colleges, secondary career and technical education was stunted by geography, finances and, until recent years, no real sense of urgency for diverse, higher-level programs in a state where agriculture was the only industry that really mattered.
