As far back as 1987, the GAO was complaining that the Energy Department, unlike the Defense Department, did not have a FOIA exemption "for some of its comparably sensitive unclassified information," and didn't seem much interested in getting one. Since June 1997, all federal agencies, including defense agencies, that use cryptographic-based security systems to protect sensitive unclassified information within computer and telecommunication systems -- including voice systems -- are mandated to purchase FIPS validated products (unless specifically exempted under either Section 2315 of Title 10, U. government agencies may purchase to protect sensitive unclassified information," said Stuart Katzke, Chief, Computer Security Division, NIST. |
