The Revenue Act of 1909 and ratification of the Sixteenth Amendment in 1913. The thin edge of the knife was the Sixteenth Amendment authorizing the federal income tax. Prior to the adoption of the Sixteenth Amendment in 1913, it was unconstitutional for the federal government to circumvent the states and directly collect income taxes from its citizens. |
