Although some measures were piloted in the 1980s, substantial reforms were only launched in 1994, when China began to set up a social health insurance system to replace the existing workplace-based free health care system. It also argues that maternal, newborn and child health (MNCH) should constitute the core of the health entitlements, protected and funded through public funds and social health insurance systems. The government responded with the Medicaid government charity program and the Medicare social health insurance program. |
