The Conference on Disarmament (CD) was established in 1979 as a result of the first special session on Disarmament of the UN General Assembly held the previous year. In 1978, the UN General Assembly adopted the Final Document of the special session on disarmament, declaring that "genuine and lasting peace can only be created through the effective implementation of the security system provided for in the Charter of the United Nations and the speedy and substantial reduction of arms and armed forces, by international agreement and mutual example, leading ultimately to general and complete disarmament under effective international control" (paragraph 13). The Assembly decided to convene: a fourth special session on disarmament, to be held in 1997, if possible; a one-week special session, in June 1997, to review the implementation of Agenda 21--the action programme adopted by the 1992 UN Conference on Environment and Development; and the ninth session of the UN Conference on Trade and Development (UNCTAD IX), under the unifying theme of "Promoting growth and sustainable development in a globalizing and liberalizing world economy". |
