The transformational principle, then, centres upon the structures and mechanisms that are the ever-present condition, and the continually reproduced and/or transformed outcome, of human agency. Chapter 6 highlights the challenges faced by non-governmental organizations in changing the attitudes of the state and civil society, creating support structures and mechanisms and mainstreaming gender in the policy process, as well as putting in place preventive and promotive measures so that VAW can be addressed effectively. Provided good faith and necessary structures and mechanisms exist, these problems can be prevented from developing into crises. |
