Earlier that day in Windhoek, Administrator-General Pienaar had announced that the remaining exKoevoet members still serving in SWAPOL "had been fully demobilized". Until independence is attained, the Organization's transition team in Windhoek may have to deal with a daunting array of issues, ranging from the re-organization of the South West Africa Broadcasting Corporation to supervising possible recruitment of some 2,000 new SWAPOL members. He also said the use by SWAPOL of the armoured personnel carriers known as Casspirs and of heavy machine-guns was clearly contrary to the independence plan, which stipulated that the police should be lightly armed. |
