Carmen and Noreen Trutanich, Tifa Frost and Cathy Becker-Skaggs were among dozens of horse owners who thought they had found an equine retirement home for their aging animals, only to learn Thursday that they may have unwittingly sent them into starvation, filth or worse. As of mid-2003, the United States had signed TIFA agreements with Algeria, Bahrain, Egypt, Tunisia, and Saudi Arabia. The TIFA bonds are secured by and issued in anticipation of the collection of future tax increment revenues captured within the development area; the city of Romulus also pledges its LTGO to TIFA bond repayment. |
