The introduction of the National Training Reform Agenda (NTRA) (Smith & Keating 1997), saw the introduction of so-called value-neutral competencies (Community Services Industry Competency Methodology Project (CSICMP) 1992a, 1992b; Australian National Training Authority (ANTA) 1996) and a behaviourist form of competency-based training (CBT) (Schofield 2001; Mounier 2001) imposed on those training in fine Technical and Further Education (TAFF,) system for a career in youth work.
