At the time, the American Civil Liberties Union suggested that a dramatic decrease in undesirable discharges for "sexual perversion" meant that gay soldiers had better odds fighting for honorable status through the military system than through the civilian courts.
By World War II, the demand for manpower was so great that the military turned a blind eye to individuals' sexual proclivities unless they resulted in undue attention, in which case the individuals in question were given undesirable discharges.
I suggest that if you want a full disclosure of facts, that you have the military review the undesirable discharges that were issued by the United States Army under AR 615-443, and other regulations pertaining to homosexuals, that have existed for a half century.
