In 2004, the California Unemployment Insurance Fund had to borrow from the federal government to pay UI benefits.
Business groups, many of which had lobbied against the family leave legislation, warn that a flood of leave claims could overwhelm the disability insurance fund, much as hikes in benefit levels helped tip the state's unemployment insurance fund toward insolvency last year.
Chief among them would have been shoring up the state's unemployment insurance fund, which is hemorrhaging money, in no small part because of January's benefit increase and another one slated for next year.
