In 1995, the United Nations Environment Program Governing Council began to develop what they hoped would become a legally binding instrument for controlling 12 "persistent organic pollutants," or POPs. The United Nations Environment Program (UNEP) released figures showing that 2004 was the costliest year on record for worldwide hurricane and other weather-related damage. It also suggested engaging the United Nations Environment Program in regional projects for cooperation. |
