As rising costs became the central problem of medical policy, the issue of universal access tended to be shunted aside, with tragic consequences for those on the edges of American society. In the lead up to the 2003/2004 Budget, the Federal Government has foreshadowed their intentions to introduce fundamental changes to our universal access health insurance scheme - Medicare. Now that South Africa has legislated universal access to medical services, the United States remains the only industrialized or second-tier country in the world that fails to guarantee its citizens access to medical services. |
